Local CIL Funding Bids

To date, the following funding allocations have been agreed by the respective Spending Boards:

The Sunbury & Upper Halliford Spending Board will be rescheduled as Members wish to undertake further consideration of the two applications received totalling £90,000. Additional information requested by Members has been provided to support decision-making ahead of the meeting due to be scheduled for September.

The Staines Spending Board has also been rescheduled to 9 September 2026 following the submission of an application for a Multi-Use Games Area (MUGA) at Memorial Gardens. A public consultation on the proposal was undertaken between 11 May and 21 June 2026 and identified a substantial level of concern regarding the scheme in its current form. The revised timetable will allow sufficient time for the consultation findings to be reviewed and for a decision to be made on whether the proposal should progress before the Spending Board meets in September. Currently they have received a total of six bids with a total value of £956,041, four of which have been made by Spelthorne Borough Council.

Strategic CIL Funding Bids

Two Strategic CIL applications have been received in the current funding round, with a combined funding request of £489,142.

Both applications are currently being assessed and will be considered through the Strategic CIL funding process later this autumn, following the conclusion of the Local CIL Spending Board’s. This will allow any projects referred from Local CIL to be considered alongside the Strategic CIL applications received.
